DESCRIPTION | This study-unit will present the student with a general outline of crime at sea and will deal with both legal aspects (related to domestic and international maritime laws and regulations) as well as topics concerning maritime jurisdiction, international maritime crime, investigating maritime crime, crime prevention at sea, maritime law enforcement, and basic terms related to the shipping and boating industry. The study-unit will also focus on current systems used in maritime crime detection and monitoring techniques. Study-unit Aims: This unit aims to: 1. present an overview of the domestic and international legislation regarding maritime law enforcement and crime; 2. give the participants the necessary tools to be able to conduct a systematic maritime investigation including the collection and processing of evidence; 3. assist students in identifying, recognizing and responding to the threats exposed to maritime law enforcement personnel; 4. assist students in understanding shipboard and port facility security requirements; 5. utilise systems in current use for maritime crime detection and monitoring of ship movements. Learning Outcomes: 1. Knowledge & Understanding By the end of the study-unit the student will be able to: 1. comprehend and implement domestic and international legislation on a case-by-case basis; 2. assist in the carrying out of a systematic maritime crime scene investigation; 3. identify Security Threats affecting the maritime industry and be able to recognize and respond to them adequately; 4. assist in the implementation of security arrangements on board vessels and in port facilities; 5. have a broader idea of the available techniques currently used for monitoring vessel movements and detecting crime on board. 2. Skills By the end of the study-unit the student will be able to: 1. evaluate the differences between maritime law enforcement and land-based law enforcement requirements; 2. participate actively in criminal investigations related to maritime crime; 3. comprehend and differentiate the concept of jurisdiction in the various maritime zones under the United Nations Convention on the Law of the Sea; 4. participate in the application of the necessary security measures on vessels and in port facilities.
