DESCRIPTION This study-unit seeks to familiarise students with the planning dimension resulting from infrastructural development as well as in the way current infrastructure can limit the pace of development. Infrastructural development is crucial to secure a country's competitiveness and to ensure that society's quality of life remains at par with those of its peers.

Infrastructural development involves:

- the provision of safe and reliable water supplies whilst protecting the qualitative and quantitative status of freshwater bodies;
- the collection, treatment and disposal of the waste without pollution to land or the marine environment;
- the provision of facilities that enable the recycling of waste, the reuse of the treated material and the recovery of energy therefrom;
- the provision of safe, secure, efficient and sustainable transport systems.

In order to ensure the country's competitiveness, infrastructural development needs to be firmly integrated into the planning system such that the necessary requirements for the planning horizon are factored into the development process. Development needs to respect current infrastructural capacity whilst a good planning horizon is required for planning for infrastructural upgrading that permits the envisaged development.

Study-unit Aims:

The aims of this study-unit are to:

1. familiarise students with the various facets of infrastructure in particular water, waste, and transport;
2. identify the impact of development on infrastructure and natural resources;
3. explore specific infrastructural sectors from a planning perspective;
4. provide students with an opportunity to understand demand and supply relationships for infrastructural development;
5. link infrastructural development with competitiveness and quality of life;
6. link the nexus between planning and infrastructural policy making.

Learning Outcomes:

1. Knowledge & Understanding
By the end of the study-unit the student will be able to:

1. quantify how development impacts natural resources and existing infrastructure;
2. explain the planning considerations for new infrastructural services;
3. exemplify the relationship between sustainable development/mobility and infrastructural systems;
4. compare policy development for infrastructural systems in Malta with existing planning policies.

2. Skills
By the end of the study-unit the student will be able to:

1. undertake processes leading to calculating demand and carrying capacity of infrastructure;
2. appreciate the implications of infrastructural requirements from a planning perspective;
3. develop more integrated policy options.
