DESCRIPTION | This study-unit will introduce the students to the workings of the Maltese Planning System. In line with the definition of ‘spatial planning’, this unit will explore the relationship between the history of spatial planning in Malta and contemporary policy-making, thus taking a critical view of development-control functions within the planning system. The development of spatial planning is thus understood in terms of its local manifestations and the institutional background to it. This study-unit is based on an active learning program, whereby lectures are supplemented by guided seminars, during which students gain and demonstrate research skills related to spatial planning. Through the program, the students are encouraged to develop critical thinking skills about the institutional history of spatial planning in Malta. They will also have the opportunity of site visits with relevant experts, during which they can debate the ideas introduced during the program. Study-Unit Aims: To introduce the students to the workings of the Maltese Planning system, with reference to its place within the wider public administration system. Learning Outcomes: By the end of the study-unit the student will be able: • To question the role of spatial planning institutions on the state of the environment; • To discuss the relevance of Malta’s history on the country’s spatial planning system; and • To develop a research methodology towards the critique of a spatial plan.
