DESCRIPTION | The standing and format of cultural policy and legislation differ between territories and different local / national contexts. It may be invoked in contrasting ways when contexts vary, such as in the case of contexts of cultural expression, in relation to particular media or in different media contexts. Issues related to intellectual property, cultural rights and globalisation also need to be treated with importance. The unit will focus both on the Maltese context and on the wider cultural realities existing in a global dimension. Study-unit Aims: The aim of this unit is to give students a comparative perspective into the relationship between cultural policy and legislation in terms of heritage, media, censorship, cultural rights and intellectual property. Insights into specific case-studies of individual cities drawn from the Mediterranean region and beyond will be discussed. Reference to international law in relation to international conventions related to culture will also be made. Whenever possible students will be encouraged to draw on material evidence from Malta and other locations they may be familiar with. Learning Outcomes: 1. Knowledge & Understanding: By the end of the study-unit the student will be able to: - Gain a comprehensive understanding of the main relevance of cultural policy to legislation; - Compare different contexts and adopt critical and inquiring approaches to them; - Navigate through the legal terminology that regulates cultural heritage; - Identify the various state structures that provide legal protection and direction in the cultural sector - this will help the students to find their way once they become cultural operators in the industry. 2. Skills: By the end of the study-unit the student will be able to: - Be familiar with key sources discussing cultural policy and legislation; - Understand how to build a substantial research paper through the critical reading and practice of exploring issues and developing arguments related to specific examples.
