DESCRIPTION This study-unit introduces the students to the key issues being faced and the contribution that policy and strategy can make to address such issues. These are all inextricably linked as they all seek to offer tourists a unique experience within a highly competitive market. This study-unit will provide students with insights on tourism policy-making, strategy and planning, both at a national level and at an enterprise level. This unit will discuss concepts, frameworks and techniques in developing policies, strategies and plans aimed at achieving competitiveness and sustainability. International case studies and seminars will be used. This study-unit is aimed at students who work/intend to work with national institutions which have a role to play in tourism as well as at students who work/intend to work with tourism enterprises and/or service providers.

Study-unit Aims:

This study-unit aims to provide students with insights into the making of a national policy. Students will also explore how strategic planning impacts the tourism sector. The aim of this study-unit is also to provide students with an understanding of the highly competitive markets and with insights into the complexity of tourism policy-making, strategy and planning.

The study-unit aims to highlight how effective strategy, policy and planning require sustained collaboration between cultural and tourism sector partners, to generate a community-based economic development.

Learning Outcomes:

1. Knowledge & Understanding:

By the end of the study-unit the student will be able to:
- identify issues, problems or concerns related to tourism activity within a destination, whether at a national, regional or enterprise level;
- identify information needs and potential data collection and analysis for use in policy, strategy and planning;
- describe and evaluate tourism policy environment, including political dimensions;
- describe and evaluate tourism policy processes and influential factors;
- describe and evaluate the interconnectedness between policy, strategy and planning;
- appraise the value of evidence-based policymaking;
- recognize that policy, planning and strategic management for the tourism industries is challenging as it must reflect the characteristics of services;
- justify that there are multiple agendas and that tourism, hospitality and events represent a distinctive set of services which exhibit specific and dynamic characteristics.

2. Skills:

By the end of the study-unit the student will be able to:
- comment critically and knowledgeably on definitions of tourism policy, what tourism policymaking involves and who influences tourism policy;
- advise on strategy planning and strategic management;
- apply policy, strategy and planning concepts to tourism, hospitality and events management;
- apply frameworks and decision making models to the tourism, hospitality and events industry;
- identify and apply key factors influencing a destination's competitiveness.
