Post of Building Services Engineer 
Estates, Facilities and Capital Development Directorate and Sustainable Living Complex (SLC) 

Applications are invited for the post of a Building Services Engineer with the Estates, Facilities and Capital Development Directorate under the management of the Facilities Management Unit to be assigned to the Sustainable Living Complex  (SLC) as may be required by the University. 

The appointee will initially assist the engineering team in the finishing, outfitting and final commissioning and handing over of SLC and other building service-related tasks as detailed further in this call. During this period the appointee will familiarise himself/herself with the engineering systems being installed in the SLC. When the project is completed, the appointee will assume the role of Engineering Services manager of the SLC complex. 

Eligibility

Applicants for this post should possess:
  • A degree in Mechanical or Electrical Engineering from the University of Malta, or an equivalent qualification;
  • A local Engineering Warrant.

Due consideration will be given with candidates with:
  • Minimum of three (3) years of work experience in project management; 
  • Minimum three (3) years of work experience and/or qualification in building services  
  • Minimum of one (1) year of work experience in supervising works associated with engineering system installations.

Knowledge and Skills

  • Applicants for this post should:
  • Have the ability to manage and work with a team of technical staff involved in the SLC project;
  • Excellent interpersonal and communication skills such as to maintain a professional communications platform with students, staff and other entities;
  • Effective time-management skills; 
  • Ability to think strategically, identify issues and formulate recommendations.
  • Ability to work on his/her own initiative.
  • Experience in public procurement will be considered an asset.


Salary

Building Services Engineer holding a local warrant: €28,040 rising by annual increments of €531 up to a maximum of €31,226. On completion of five years’ service in the grade, the appointee will, on satisfactory performance, be entitled to move on to the next salary band with annual increments of €596 up to a maximum of €33,518.

Further Information 

The SLC project at the University of Malta has a wide suite of specialised laboratories, and the complex itself will include new premises and facilities for the Faculty for the Built Environment, the Faculty of Education, a number of related Institutes and several Engineering Laboratories. The latter will include laboratory spaces dedicated to various fields of engineering. The complex itself shall be a Resource Efficient structure. This expansion project which is currently mid-way through its implementation lifecycle involves the design, procurement, construction and finishing of the SLC premises itself as well as the procurement and commissioning of a wide spectrum of equipment and ancillary services, each of different technological complexities. 

Main Duties and Responsibilities:

The University of Malta is therefore seeking to employ a full-time Building Services Engineer to assist in all matters associated with the SLC project. In the short term, the individual appointed will form part of the liaison team with contractors to assist in defining the laboratory requirements and to assist in the coordination of the finishing and building services of the premises. Additional tasks would include the logistics associated with installation and commissioning of a wide suite of engineering related research equipment. In the longer term, the Building Services Engineer would:

  • Be responsible to monitor the upkeep and maintenance of all building services systems including but not limited to HVAC, chiller systems, compressed air, fire detection and fighting systems, building management systems, ELV systems, etc.
  • Maintain an update schedule of maintenance for all systems in-line with Preventive Maintenance Agreements,
  • Be able to carefully vet offers by contractors in relation with repairs for non-preventive maintenance,
  • Raise all relevant Purchase Orders to ensure they are in-line with the Preventive Maintenance Agreements,
  • Update the Preventive Maintenance Agreements and make necessary changes such that it is kept in-line with EU and International standards,
  • Source and prepare financial proposals for non-routine maintenance to ensure the relevant vote is not saturated.   
  • Assist departmental and Health and Safety personnel in the formulation and review of standard operation procedures pertaining to the systems provided.
  • Ensure that operation of equipment is optimised to meet the strict Sustainability objectives as highlighted by the Sustainability Committee. 
  • Provide assistance in changes to system such that the correct balance between a good working environment and Energy management is met. 
  • Liaise with Faculties and Institute Directors to maintain a daily schedule of operations hence minimising energy loss or waste,
  • Manage software upkeep for all M&E equipment in line with the University’s requirements.
  • Any other duties as may be required by the University.


The appointee is expected to work:
  • On a full-time basis, and will not be allowed to engage in any other gainful employment without the permission of the Council; and
  • At such places and during such hours as may be determined by the University authorities.

The Selection Procedures

  • Relevant academic qualifications

The appointment will be subject to a probationary period of one year, and to the provisions of the Statutes, Regulations and Bye-Laws of the University which are now or which may hereafter be in force.
