Applications are invited for the post of Manager I or II (Precincts Office) at the Facilities Management Unit within the Estates, Facilities and Capital Development Directorate. The Manager will be responsible for Security, Transportation system, Traffic Management, Events on Campus, upkeep of all gardens on campus and daily running of the office and will be reporting to the Deputy Director and the Director of Estates, Facilities and Capital Development at the University of Malta.

The successful applicant must possess the following qualifications and experience:

A recognised and relevant postgraduate academic and/or professional qualification and have at least three (3) years relevant experience; OR
At least five (5) years of experience of professional and /or related experience to the position and in possession of the essential requirements to the post.


Salary 

The salary for 2023 attached to the respective grades, depending on qualifications and experience will be within the following range:

Manager I: €29,942 rising by annual increments of €596 up to €33,518. 

Manager II: €31,930 rising by annual increments of €641 up to €35,776. Candidates will be entitled to an annual bonus related to performance of 0% to 8% of basic salary.

Job Specification

The post holder will be responsible for Security, Transportation system, Traffic Management, Events on Campus, upkeep of all gardens on campus and daily running of the office. 

The Security services at UoM are outsourced to third parties and the role of the Precincts Manager is to ensure their duties are met with the highest level of efficiency. This includes but not limited to patrol reports, daily coordination and spot checks.


Key Duties

Security:
  • Coordination with security contractor to ensure daily UoM security requirements are met;
  • To assess daily patrol reports and provide guidance accordingly;
  • To ensure all aspects of the security contract are respected;
  • Administration and enforcement of the traffic management policies, including the issue of car parking permits;
  • To conduct daily routine checks and monitoring of security personnel;
  • Responding to calls for service, provision of routine patrols, checking of locked buildings;
  • Out of hours responsibility for emergency contractor call out;
  • Investigation of complaints in relation to staff, visitor and student;
  • Administration and enforcement of the traffic and parking infringements;
  • Monitoring of events on campus;
  • Assess the current operations and implement a plan to enhance efficiency;
  • Ensure coordination is achieved with organised events;
  • Ensure local standards are met.

Transport & Logistics services:
  • To produce an accurate and detailed schedule of operations and be able to produce an efficient transportation system;
  • Create and implement a transport pool strategy and policy of use;
  • Overseeing daily running of the transportation and ensure proper coordination is being achieved;
  • Efficiently direct traffic and issues instructions accordingly to ensure coordination with works and events;
  • Ensure proper traffic regulations within UoM are adhered to and take necessary steps to control;
  • Management of all car parks and parking permits;
  • Ability to propose solutions to maximise parking management and a strategy to promote alternative use for cars, such as car pooling, use of bicycles or motorcycles, etc.

Grounds:
  • Ensure landscaping, tree care, litter and general cleaning of all circulation areas within University estate boundaries are kept to the highest levels;
  • Proper planning and maintenance planning of the gardening equipment;
  • Proposal of improvement for all landscaped zones as well as road embellishment works;
  • Upkeep and standardisation of all signs.

Other Duties:
  • Development of reports pertaining to security, grounds and transportation when deemed necessary;
  • Development of a structured operation and ensuring all aspects of the services are properly maintained and documented;
  • To maintain an up to date knowledge of advances in technology, new legislation and improvements in the security and transport management solutions;
  • Preparation for annual budgets, business planning for the department;
  • The department operations shall be further developed and therefore other duties may be required by University of Malta to maximise use of resources;
  • To undertake any other tasks or duties as required, being commensurate with the post holder’s grade.

The appointee is expected to work:
  • On a full-time basis, and will not be allowed to engage in any other gainful employment without the permission of the Council;
  • At such places and during such hours as may be determined by the University Authorities.

Selection Procedures

In accordance with the guidelines, members of the Selection Board will establish the following selection criteria for the selection process:

The appointment will be subject to a probationary period of one year and to the provisions of the Statutes, Regulations and Bye-Laws of the University of Malta which are now or which may hereafter be in force.
