An alternative model for a civil aviation authority : a comparative analysis

Abstract

This paper aims to create an alternative model for a civil aviation authority in Malta. Currently, there is no such authority, although there are plans to set up one in the future. What does exist is a small civil aviation directorate, which in reality is a far cry from the actual planned authority. The formulation of an alternative civil aviation directorate is done by a comparative analysis. The author sets out to compare the striking points of the proposed civil aviation authority, with those of three other established civil aviation authorities. These three other civil aviation authorities are those of; Cyprus, the Republic of Ireland, and South Africa. A full explanation of why these three countries were chosen is given in section 2.4 of the paper. After, analysing these three models of civil aviation authorities, which in essence differ a little from each other (for more compatibility in the industry), the author compare these findings with those proposed in the draft civil aviation policy and then derives an alternative model for a civil aviation authority for Malta. Thus, what is given in this paper is a substitute for the one proposed, and hopefully it will be a better one. This paper also aims to provide a better understanding of the relationship between aviation and tourism and how tourism, and eventually the whole economy, benefit from an organised civil aviation industry. For the Maltese Islands, travelling by air is the main means of fast transport to depart and return. In the conclusion, we see how an alternative model for an independent civil aviation authority, contributes to a more direct and organised sector, which in turn will be of a benefit to tourism.
