Abstract: There are many factors and processes that need to be implemented in order for an organisation to be effective and efficient. The organisation's goals and targets can only be reached through the efforts and performances of the employees themselves. The issue arising along the years, is the validity and effectiveness of the Performance Appraisal System being used in the Public Service. In this project, a survey was conducted in order to evaluate the satisfaction of employees towards the current system and identify its benefits and drawbacks. This is followed by the consideration of other Performance Appraisal Systems (PAS) which can be utilised and integrated into the Performance Management Programme (PMP). The main scope of this research is to evaluate the position of the current PMP and to introduce effective methods to make the appraisal process more transparent, objective and participative. This study also presents steps necessary for implementing a successful system. The challenges to be encountered by the implementation of a new system are also taken into consideration. From the research it was found that the current PMP is somewhat outdated and there is definitely room for improvement. The results from the questionnaire provided basic guidelines for a PAS that can be used as a foundation for the implementation of the new Pl\1P. The two main criteria which are suggested to be incorporated are an incentive system and more controls in order for the appraisal system to adhere more to the stipulated procedure. Another aspect towards modernisation would be that the PMP would be an online system. Although no canned programme is recommended in this report, the results shows a very favourable direction and a basic framework on which the Public Service can start to build the new Performance Appraisal System.
