Abstract: The main purpose of the study is to present the challenges that Kirkop Local Council faced while making use of EU funds in 2013. This study further aims to identify any possible difficulties which have detected the Council from completing the EU funded projects so as to avoid such difficulties in the future not only by this Local Council but also by other Councils who may be both benefiting and non-benefiting candidates. Design The objective of this study was achieved following a qualitative analysis of the NAO Annual Audit Report of 2013 alongside with other material published related to the subject. Findings There is a need to ensure that the efficient absorption and management of European Union assistance are done in the most simplified way so that no funds are lost. Seminars, meetings, conferences and one-to-one sessions should be organised so as to provide the necessary assistance needed. Moreover, information about the implementation of new initiatives and projects within the communities they work with should also be provided. There should also be a website in which all documents needed are uploaded in it so as to facilitate the process for applying for such funds and also an online database which helps to keep track of the documentation necessary for benefitting from EU funds. Conclusion The study underpins the difficulties faced by the Kirkop Local Council in accessing EU Funds and the need for more meetings and guidance so as to facilitate the process of benefiting from EU funds. The study highlights the fact that there is the need for Local Councils to have an official who is knowledgeable in the financial sector so as to monitor correctly the revenue and expenditure incurred by the Council.
