Abstract: Cloud computing is spreading its scope to the different industries, where sensitive data are being maintained. The healthcare industry is facing the challenge of data integrity, confidentiality and huge operational cost of the data. Hence, there is a need to adopt the cloud-based clinical decision support system (CCDSS) in order to maintain the Electronic Medical Records (EMRs), where patients and healthcare professional can easily have access to their legitimate records irrespective of the geographical location, time and cost-effectively through a decision support system. The main objective of this research work is to build a clinical decision support system (DSS) through the deployment of a private Cloud-based System Architecture. This research work explored the pros & cons, challenges that could be faced during implementing a (CCDSS) in a Healthcare for optimization of the resources with time, money, and efforts along with the patient data security. A quantitative survey was conducted to gather the opinions of healthcare stakeholders. Based on the findings of the survey, a rule-based DSS was developed using a Data Flow Modelling tool that facilitated the Cloud deployment of applications and in-House private cloud deployment to ensure the security of data, protection of data, and the regulatory compliance policies in the health organizations. In order to evaluate the proposed system, the User Acceptance Testing was carried out to determine how well the proposed CCDSS meets the requirements.
