Abstract: Administrative Law, unfortunately, has not been viewed by the legislator, throughout time, in a coherent systematic manner notwithstanding the various enactments and subsidiary laws that have been added to our statute book since independence. Administrative Law has developed sporadically from the legislative perspective although the case law of our courts and certain specialised tribunals has contributed to its development during time by filling in the various lacunae in our statute book.
