Abstract: Governments have the tendency to get irritated when courts of law review administrative actions. They always appeal to their democratic credentials, at least in the democratic world. The usual argument is that Governments are elected by, and accountable to, the people and any interference by the courts in their sovereign power to govern is a breach of the separation of powers doctrine.
