Abstract: The actual carrying out of insurance mediation under the freedom of establishment and to provide services is clearly stated in the IMD1. However, the establishment of a single market in insurance is one of the objectives that the current IMD1 failed to frilly realize. The practical implementation of the above principles has been negligible according to the impact assessment made by the European Commission. Having said that, the proposal for the IMD2 should overcome the difficulties in the realization of the single market, which have emerged from the current IMD1. The paper investigates whether the proposed changes are able to significantly increase the cross-border operations within the European Union or if this result will be postponed to successive amendments to the same IMD2.
