Abstract: | Mdina, the ancient capital of Malta has been in existence as a fortified citadel since Arab times. Although its presence is recorded way back since Roman antiquity it was only during the Arab period (870- 1090 A.D.) that the present configuration of the walled city was defined and that it started being referred to as medina (from the Arab word, madinah). The successive rules of the Swabians (1194-1266), Anjevins (1266-1283) and Aragonese (1283-1530) have bequeathed a number of fine quattrocento palaces. The various Mdina palaces such as Palazzo Falzon, Palazzo Gatto-Murina and Palazzo Sophia served as the residences of the land-holding feudal lords who migrated from nearby Sicily and Spain. Mdina flourished as a medieval city having its own decentralised and democratic form of popular representation in the Universita'. The Universita' had the power to establish the price of meat, wheat and other commodities, to issue licences for the selling of various products, to impose fines for any infringements of its mandati and to maintain public hygiene within the city.
