Abstract: I was invited to speak on the Planning Appeals Board in operation. In this paper I would like to discuss the juridical -nature of the Board, the laws which it has to enforce, its jurisdiction, the locus standi of aggrieved parties and interested parties, the legal status of the Structure Plan, the Explanatory Memorandum to the Structure Plan and.the Temporary Provisions Schemes, other subsidiary sources used by the Board in grounding its decisions, the -concepts of "development", "maintenance", "material change of use", "deemed refusal", "revocation or modification of development permission, "outside development zones", problems which the Board encounters in the execution of its duties and, finally, recommendations for future action.
