Abstract: This dissertation focuses on the security of journalists in Malta and the difficulties they encounter in carrying out their duties. It examines the value of media freedom and the function of journalists as watchdogs in a democratic society. In addition to clarifying the definition of a journalist to ensure that any protection offered is directed towards those who fall under this definition, the dissertation outlines the distinction between freedom of speech and media freedom. The study looks at how adequate the current safeguards are and suggests areas of improvement based on the recommendations of the European Commission and Council of Europe, the experiences of the Swedish and Dutch governments and the Daphne Caruana Galizia Inquiry Report. The significant outcomes of the study are the legal and administrative changes that are proposed to improve journalist protection in Malta and preserve a democratic society. It investigates amendments to the Media and Defamation Act, the Criminal Code, the Constitution, and the need to establish a Code of Ethics and ratify the Convention on Access to Official Documents. It allows for the Institute of Journalists in Malta to be a safeguard and point of contact for journalists. The entity offers training to journalists, public officials and the public. It is crucial to have an entity that can provide journalists with the necessary safety and comprehends the demands of journalists.
