dc.description.abstract	Many environmental problems have human activity as their primary source. In order to address these issues and effect major change, it is imperative to give public behaviour change top priority (Steg & Vlek, 2009). Nonetheless, there is a knowledge gap in the area of public policy communication regarding the best method for creating policy documents (PDs) used to inform the general public about environmental policies.
