In order to address these issues and effect major change, it is imperative to give public behaviour change top priority (Steg & Vlek, 2009). Nonetheless, there is a knowledge gap in the area of public policy communication regarding the best method for creating policy documents (PDs) used to inform the general public about environmental policies.
