Abstract: From the time that Britain acquired Malta until its final departure in March 1979, its interests had been strictly strategic and the safety of the fortress its main concern. But the fortress had come with a civil population that was substantially large, and the safety of the fortress dictated that the interests of the local population had to be addressed too.
