Abstract: The planning system, as witnessed today, is a result of the legislative developments which took place in 1992. There are records which indicate that attempts at setting up a planning authority and the drawing up of a national plan regarding development planning have existed as early as 1945. However, up until the year 1962, land was essentially allotted for development by government according to the exigencies of the day. This explains the building boom in the aftermath of World War II.
