Abstract: Necessary and sufficient conditions are given for the Zarankiewicz conjecture on the crossing number of complete biparite graphs and corresponding conditions for the related conjecture by Richard Guy for complete graphs. These conditions are given in terms of the divisibility properties of crossing numbers and their expressibility as polynomials.
