Abstract: As calls for treaty reform mount within the European Union (EU) in the wake of the Conference on the Future of Europe, many small member states have expressed their concerns about the push to change the Union’s institutional arrangements. For small states, already struggling to promote their interests within an expanding Union, the fear is that treaty reforms will lead inevitably to a decline in their influence. This has led to a heightened interest in understanding what is the real ‘value-added’ of each institution for small states, should treaty reforms come to pass. While not the stated aim of Grumbinaitė’s book, it actually provides an innovative and timely addition to the literature in defence of the role of the Council Presidency.
