dc.description.abstractThe Council of Europe is the oldest European institution created in 1949 with the aim of: "achieving a greater unity between its Members for the purpose of safeguarding and realising the ideals and principles which are their common heritage and facilitating their economic and social progress" (art. la of the Statute of the Council of Europe). To become a member of the Council a country must accept the principles of the role of law and the protection of human rights and meet the requirements of genuine pluralistic parliamentary democracy. Within the Council of Europe the respect of the rights of minorities has also become an important aspect of human rights' protection.en_GB
