Abstract: | Undoubtedly one of the most innovative provisions of the Constitution drafted by the European Convention is that by which privileged relationships are envisaged with states in the immediate neighborhood of the Union. Unfortunately, however, the ways in which the implementation of the provisions of the Constitution have been proposed so far officially have tended to be extensions of economic and not political integration. The idea of the Government of Malta in upholding the Constitutional provisions about the neighborhood of Europe included, explicitly, the development of a much greater co-responsibility for Mediterranean political affairs. |
