Abstract: The United Nations Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, adopted on 10 December 1984 by the General Assembly of the United Nations, entered into force on 26 June 1987. It created the Committee against Torture (CAT) which monitors the implementation of the Convention by the States Parties. Like many other international bodies protecting human rights, the CAT examines the reports which all the States Parties regularly address to it and can receive individual complaints or complaints by one State Party against another. Compared to other human rights treaties, the Convention against Torture more originally confers in its Article 20 an investigative procedure concerning allegations that torture is being systematically practised in the territory of a State Party. This specific procedure, which combines fact finding, in situ visits, dialogues with the State Party, comments and suggestions, has already been implemented in two Mediterranean States where the CAT has determined that torture is being systematically practised : Turkey and Egypt.
