Abstract: This article explores opportunities and challenges facing media producers, politicians, and citizens pointing out the two main freedoms: <<Freedom of Expression» and «Freedom of Information». The purpose is to propose further cooperation in the information and communication fields in order to involve the citizens more, in a true, simple, clear and permanent dialogue so that people can become politically expressive without being substantively engaged. This study . focuses on a method which is based on the «White Book on a European Policy of Communication», adopted by the European Institutions. At the end, we will be able to draw some conclusions by the way of examining how the information and communication technologies have changed the social, civil and political aspects of our world.
