Abstract: Introduction: Sustainable development goals (SDGs) seek to transform our world by tackling multiple challenges to ensure economic prosperity, environmental protection and people’s well-being (Pradhan et al, 2017). For the purpose of monitoring progress on sustainability, the SDG framework provides 231 unique indicators addressing each and every one of the goals and targets of the 2030 Agenda (UN Statistics Division, n.d.). Statistical indicator data are collated at national level and occasionally also at regional level (Nilsson et al., 2016). For most of the indicators, the collation of quantifiable data at city and neighbourhood level is impracticable. Historic areas are relatively small urban areas within a much larger urban conglomeration. For such areas, this research proposes sustainability assessment based on qualitative criteria, rather than quantifiable targets. For the purpose of this research these are referred to as sustainability parameters. Valletta is well suited to be a case study because of its historical significance and because of evident signs of overtourism (Ebejer, 2020).
