dc.description.abstract | This research seeks to investigate the notion of personal guarantee and succession planning within the context of the management of pyrotechnic activities in Malta. The need for legal safeguards so as to ensure the effective shouldering of financial burdens and likewise the sustainable development of pyrotechnic activities in Malta is strongly felt. The research objectives address the two aforementioned notions. Personal guarantee this includes attitudes by licensees as well the manner the personal guarantee is perceived and carried out throughout the festive week. As regards succession planning this involves challenges encountered by licensees and the manner effective leadership skills could provide remedial action. Insights in the literature review regarding the voluntary sector within the Maltese context including pyrotechnic societies are assessed. A legal framework serving as a background to personal guarantee follows, together with policy insurance within the context of Article 12 of Subsidiary Legislation 33.03. Moreover Succession Planning is qualified not merely as a notion but likewise in terms of its timing and relevant applications to Pyrotechnic Societies. Importance is granted to the strategic approaches in implementing succession planning. As regards methodology the qualitative approach was implemented via structured and semi structured interviews. Personal Guarantee and Succession Plan while being contested issues were assessed in terms of their benefits, constraints and interesting features. It transpires that the personal guarantee burdens the immovable property of the licensee, excluding the band club premise, simultaneously subjecting the fireworks factory to be affiliated to the said club. The gentleman`s agreement represents an informal approach characterised by shortcomings and is unfavoured in relation to black on white written agreement provided by the central committee. Although the element of respect impacts the gentleman`s agreement, however this lacks legal formalities and safeguards. It transpires that the Trust System although it involves financial burdens is by far more favoured than the insurance. Finally as regards succession planning, apart from issues of time management and financial constraints, active members tend to adopt a rigid line of thinking. A set of recommendations are highlighted chartering the way forward so as to ensure that the art of pyrotechnics is practised and appreciated, while the interests of the active members are secured. | en_GB |
