Title: JAIME and prospects : two new and innovative financing instruments for Maltese SMEs : a comparative study

Abstract: Purpose: This study will mainly aim to obtain feedback on access to finance for SMEs, what are the stakeholders’ reactions on the two new financial instruments and general feedback as to which tool would likely help them reach their goals. The study will also look into how the new instruments compare and whether the new initiatives will indeed be viable alternatives to traditional sources of financing for SMEs. Design: The objectives of this research study were achieved through semi-structured interviews with representatives from BOV and the MSE, financial advisors and SMEs. This study was further supplemented with information from articles, newsletters and websites. Findings: The general feedback from all respondents was that it is difficult for SMEs to gain access to finance especially start-ups. SMEs lack the awareness of the different methods available to access finance which they believe is vital when applying for any scheme. Through the interviews, a general positive feedback was obtained regarding JAIME and Prospects. Conclusion: This study concludes that SMEs are still facing difficulties in obtaining finance, and therefore the introduction of JAIME and Prospects can surely be regarded as necessary and viable alternatives to traditional sources of financing for SMEs. JAIME and Prospects are both designed to provide an easier form of financing to SMEs than traditional products with lower barriers, however they target different types of SMEs with different purposes for their business. Value: It is hoped that this study, together with the recommendations it puts forward, will provide further insights into access to finance by SMEs, and the importance of supporting SMEs in the Maltese economy.
