The governance of Maltese football clubs : an analysis

Abstract

Purpose: This study seeks to assess the governance structures in local football clubs and compare them to foreign clubs. It aims to draw up suggestions to improve the governance structures and to determine whether an enhanced governance structure will assist clubs to improve their performance and reach their objectives. Design: Primary research was undertaken by means of semi-structured interviews to a selected sample of football clubs` representatives and members from the regulatory board of this sector and representatives of football associations in Malta. Findings: This study established that local football clubs lack a governance structure with clear internal controls. As a result, the sector is being faced by allegations of misconduct, match-fixing and illegal activity. The necessary approach towards these allegations is by the implementation of a governance framework and regulations to restore accountability, transparency and reliability in this sector. Conclusion: This study concluded that through the implementation of governance guidelines and the participation of competent board members, this industry will be able to improve both on and off the pitch. Above all, clubs embark on long-term plans to increase the effectiveness of their operations and achieve the sports and clubs` objectives. Value: This is the first research to assess the governance of the local football clubs. This study is expected to be valuable to the main regulators of the local sports sector to understand the effectiveness of the implementation of a governance framework. The study puts forward recommendations which can be adopted by board members of local clubs to enhance their operations.
