Abstract: Malta is a small economy with limited resources. The country has, nonetheless, achieved a relatively high standard ofliving. Its future development however depends crucially on a sustained improvement in the competitiveness of its productive base. The Maltese economy has a number of special characteristics which impinge substantially on its competitive strengths, weaknesses, opportunities and threats.
