Abstract: Health care provision in developing countries is evolving in the direction of more investment in the Primary Health Care field. In Malta general practice has served the medical needs of the community for many years. As has happened in most other countries, the Government has taken upon itself the responsibility of introducing a system of health care to optimize the health of its people. The new system, to be called The Family Doctor Scheme, is a Primary Health Care plan which while remaining sensitive to doctors' legitimate rights and aspirations, is user orientated and integrates and interfaces well with existing hospital and other community care services, and indeed forms one of the basic elements in the global reform of the Health Services in Malta.
