Abstract: Peck and Shear Lepie (1989, 203) argue that the amount of community involvement and control (power) over development affects "the amount and distribution of payoffs and tradeoffs associated with increased tourism". This paper is going to analyse the extent of civil society participation in the destination development of the Maltese Islands, and the forms it takes. It will also see how the format adopted for this participation, is affecting the relationship between the communities and entities involved.
