Abstract: I am very pleased to be present at this important conference and to have the opportunity to visit this beautiful and historic country. Malta has a rich heritage of history and culture. Like my own country, it is an island nation and one which is outward looking and conscious of the contribution which it can make to progress and development at the international level. I would like to take the opportunity to compliment the Maltese Government on the organization of this conference. The theme of the conference is of interest to all countries who are developing social policies which will be relevant for the 1990's and into the 21st century. As far as the situation in Ireland is concerned the first point which I would like to stress is the importance of the relation between economic policy and social policy.
