Abstract: One of the prime duties of the Government, since Malta attained Independence in 1964, has been the establishment of relationships in the field of international affairs. This has become necessary for two main reasons: In the first place, Malta has had to take on of itself representation at an international level formerly the task of the British Government, and secondly, it is the natural consequence of an emerging power to manage its own affairs, both at home and abroad.
