Abstract: There are continual complaints in Malta that there is a shortage of nursing staff. This shortage is usually attributed to poor pay, poor status, and poor working conditions. Comments by politicians, medical staff and members of the public are sometimes made that the quality of the nursing care that is given to patients is sometimes good, but sometimes leaves much to be desired. (Anon, Sunday Times Magazine 1990). This feeling that all is not well with nursing may have been why several visiting consultants have been asked to advise about nursing in Malta.
