Huwa kien iben Vincenzo u Teresa Debono li kienu minn Bormla. Huwa wettaq il-Professjoni Sempliċi fit-30 ta' Settembru 1945 wara li temm sena ta' Novizzjat. Huwa ssokta bl-istudji teoloġiċi u t-taħriġ akkademiku fil-Kunvent ta' San Ġiljan meta huwa wettaq il-Professjoni Solenni fit-3 ta' Ottubru 1948. Huwa kien ordnat saċerdot fit-23 ta' Diċembru 1950 mill-Arċisqof Sir Michael Gonzi fil-Kon-Kattidral ta' San Ġwann, Valletta.
