Abstract: In 1976 the voters of Malta went to the polls for the tenth time since the end of the Second World War to choose the members of their House of Representatives. Their votes were cast and counted under an electoral method which is used for national elections in only two countries of the world, Malta and Ireland: the so-called ''single transferable vote" system. How did Malta come to adopt this rather unusual method of conducting her elections, and how has it worked in Maltese experience? [excerpt]
