Abstract: | The problem of the handicapped is as old as humanity itself. Throughout the centuries and ever since the advent of man on this planet there were those who through inheritance, disease, or accident were not endowed with the ability to learn, or had that ability with limitations. Others had physical or sensory handicaps. Real provision for the handicapped did not appear until the second half of the 18th century. Even if there were no schools, however, there were individual and isolated efforts to improve the lot of the handicapped. These followed an earlier period in which the handicapped had been sacrificed to the welfare of society. [excerpt] |
