Abstract: | The system of construction in Malta is thousands of years old, and reflects different epochs in Maltese history. Construction has assumed a rather Anglo Saxon character from the nineteenth century onwards under British rule ( 1814 1964 ). Legislation concerning construction started to be enacted during this period. This thesis focuses on legislation authorizing and sanctioning important public projects on the Maltese islands from 1921 to 1964, including two responsible governments and a return to crown colony. It also comprises World War II. The relevant legislation enacted by the Maltese legislatures in the last 43 years of British rule in Malta is mentioned, and emphasis is made on that legislation which was reformative and successful. The surveyed period begins with the introduction of responsible government and ends with the attainment of independence. This is a period which saw a transformation of the Maltese islands' built-up and urban areas alike. The first chapter mentions the aim of this thesis, the sources tapped and the method used. The second chapter deals with the background period 1814-1921, in which the basis for construction under British rule in Malta was laid down. The development of construction legislation with the granting of self government to Malta is the meat of chapter 3. Next, chapter 4, offers a study of construction and the relevant legislation during the period 1933-1945, which was marked by the outbreak of World War II. Chapter 5 deals with the period 1945-1955. The Construction projects undertaken during this period reflected mainly the war, and emphasis was made on the re-construction of the Island. The final period discussed in this thesis ends with the achievement of Independence. Malta is now wholly responsible for its own construction system. Reference is made throughout the thesis to the various political and constitutional stages of Maltese history. These were the main issues which influenced the construction system on the Island. |
