Abstract: The now internationally adopted word 'Ombudsman' owes its origin to the Swedish word, which can be loosely translated as, 'attorney', 'procurator' or 'representative'. Its origins go back almost two centuries to the setting up of what was known as the 'Riksdagens Ombudsman' or 'Justitieombudsmannen', in 1809. Their function was to provide the Swedish Parliament with a means of ensuring the observance of laws and regulations by the Judiciary, the Civil Service and the Military.
