Abstract: The aim of this treatise is to assess the role and functions of a president as head of state today. This post, as well as the very state of which it is the ultimate legal representative, are not, however, static features that remain unchanged in character and scope. They are the legal and political expressions of a society endowed with a dynamic force only too familiar with change. Sociological and political developments in a society are bound to be reflected in changing notions of statehood and of Head of State.
