dc.description.abstractMotor insurance has been subject to discussions probably since the coming into existence of motor vehicles. The United Nations recommendation on motor insurance dates back to 1939. The EU followed suite, first it applied the International Motor Insurance Certificate (Green Card Scheme) then it developed further the concept of the Green Card Scheme by introducing the Motor Directives. The development of the Motor Directives clearly indicates that the protection of the individual has become on of the EU objectives. The introductory chapter deals with the historical background and development of the Motor Insurance Directives. An analysis of the Fifth Motor Directive and its effect on the individual is tackled in the subsequent chapter. Reference is made to the lacunae in the previous directives and the new rights protecting the individual. Chapter three deals with the implementation of the Fifth Motor Directive and the implementation process required mainly in the United Kingdom and Malta. The final chapter brings out the limitations of the Fifth Motor Directive as related to the individual.en_GB
