Abstract: In the last three decades, the phenomenon of foreign enterprises, in any one of a diversity of forms which it could assume, has become a major influencing factor in international economic relations. Its size has grown immensely, involving countries from every part of the world. Its activities have multiplied and its influence on world economy has generated a fast international expansion of the flow of direct investment. Some type of control over such foreign enterprises by host countries is, in the vast majority of cases, essential : therefore, it is principally the extent and method of such control that varies from one State to another.
