Need for EU coordination on property rights and land registration systems

Abstract

The first chapter of this thesis, mainly delves on the historical background and the legal aspects of property rights, land registration and Cadastre in Europe, and their importance in contributing towards a stronger economy within the EU. This chapter also touches on the EU's competence on the issue of property rights and land registration systems. The second chapter deals with the notions of collaboration and cooperation on an EU level on property rights, land registrations and cadastre and whether such collaboration can indeed become a reality, taking as examples coordination experiences on the matter among member states. This is followed by highlighting the advantages which such coordination brings about. The third chapter highlights the various initiatives taken by several Member States and specific organizations and committees, such as the UN/ECE Working Party on Land Administration (WPLA) and the International Federation of Surveyors (FIG), towards achieving a common framework to property information throughout the European Union, highlighting above all two main initiatives - the European Union Permanent Committee on Cadastre and the 'Declaration on Cadastre in the European Union'.
