Abstract: | It is a paradox that the United Kingdom, which on the one hand has recently joined the larger European Community, is on the other hand in some danger of breaking up into its constituent units. The Report of the Royal Commission on the Constitution (the Kilbrandon Report), and the recent government White Paper on proposals for devolution to Scotland and Wales, merit examination by anyone who is interested in British public affairs. |
