dc.description.abstractPurpose: The aim of this study is to explore the principles of economy, efficiency and effectiveness within the context of the Klabb 3-16 service and determine whether the Foundation for Educational Services is achieving value for money in delivering the service. Design: In order to address the research objectives, a mixed method approach was used for this study. Semi-structured interviews were conducted with high ranking officials at the Foundation for Educational Services. A questionnaire was administered to the service recipients of the Klabb 3-16 service. Findings: The study found that the Foundation for Educational Services is making a significant effort in achieving value for money in the Klabb 3-16 service. Economy is being achieved by obtaining resources at the minimum possible cost, whilst maintaining an optimal balance with quality. Efforts are being made to improve the efficiency of the service by improving overall controls, particularly on rostering of employees and bookings of the service. However, more has to be done to curb abuses which are resulting in labour inefficiencies. Overall, the entity is meeting the objectives of the service, particularly the fact that working parents are allowed to pursue working opportunities. This was confirmed by both the officers interviewed and by the respondents of the questionnaire distributed. However, the study also identified that more effort needs to be made to offer a consistent service across all of the centres of the Klabb 3-16 service. Conclusion: The study concludes that the Foundation for Educational Services is making a very good effort in providing a high quality and affordable afterschool service whilst ensuring that the taxpayer funds allocated to the service are being used in an optimal manner. However, there is still room for improvement to achieve higher levels of VFM. Value: By suggesting possible areas of improvement, this study aims to aid the Foundation for Educational Services to enhance the value for money of its Klabb 3-16 service whilst also highlighting the importance of value for money studies in the public sector.en_GB
