Problems faced in implementing a decentralised policy

Abstract

Over the last few years the Education Division, has been promoting a policy of devolved decision making in the schools. Through questionnaires and interviews, this study tries to discover the attitude adopted by the senior management in secondary schools vis-8.-vis the decentralisation system. Headmasters, Assistant Headmasters and Subject Co-ordinators from different local secondary schools were chosen to take part in the questionnaire. What problems is the Maltese educational system facing in the implementation of such policy? This study looks at what the local educational system stands to gain from a devolved policy and which quarters might resist such movement. Interviews proved to be more :fruitful than questionnaires since they enabled a full conversation which could illustrate in detail difficulties and positive aspects associated with this policy. The study does not focus on statistical data but is more concerned with showing the prevailing attitude versus managerial work in secondary schools. Reference is made to what is being done beyond our shores and to what foreign countries have achieved. We are also going to suggest ways in which the local situation could be improved. We included the views of different local authorities on the subject Though Site-Based Management, has some major setbacks, it is being suggested as a medium to enhance the process towards decentralisation which has already started in the Maltese educational field.
