Abstract: | IT has been often said that Law is an organism which is continually undergoing changes as Society please from one stage of its development to another. This development necessitates changes in and additions to the express provisions of the law, and such changes and additions have given rise to the so called Doctrine of Vested Rights or, as it is called by continental writers, Theory of Retroactivity of Law. |
