Abstract: A research study carried out amongst all teachers and headteachers in Gozitan State Primary Schools has attempted to investigate the practitioners' reaction to and state of preparedness to implement new learning strategies and an innovative mode of assessment, as proposed in the New National Minimum Curriculum. It has emerged from our study that the absolute majority of teachers and headteachers are still mostly in the dark about how to put into practice these new pedagogic approaches and they therefore request more support and training from the Education Division. It is evident that as long as the Education system remains selective and exam-oriented, it is very hard for them to implement these innovations. The research is preceded by a historical review of the curriculum in Malta and by an examination of the process of consultation leading to the formulation of the 1999 N.M.C. together with the strategies for implementation that followed its publication in stark contrast to the imposition of its predecessor.
